لَا يَرْقُبُونَ فِي مُؤْمِنٍ إِلًّا وَلَا ذِمَّةً ۚ وَأُولَٰئِكَ هُمُ الْمُعْتَدُونَ
They do not observe toward a believer any pact of kinship or covenant of protection. And it is they who are the transgressors.

(O ye who believe! Choose not your fathers nor your brethren for friends if they take pleasure in disbeliefrather than faith) [9:23-24]. Said al-Kalbi: “When the Messenger of Allah, Allah bless him and give himpeace, was commanded to migrate to Medina, some men went to their fathers, brothers or wives and said:'We have been commanded to migrate to Medina'. Thus, some people liked the command and hastened toexecute it, while the wives, dependents and children of others hung on to some others, saying: 'We beseechyou by Allah not to leave us to no one, causing our waste and peril'. The hearts of these softened for themand, as a result, they refrained from migrating. These words of Allah, exalted is He, were then revealed torebuke them (O ye who believe! Choose not your fathers nor your brethren for friends if they take pleasurein disbelief rather than faith…)”. As for those who stayed back in Mecca and did not migrate, Allah, exalted isHe, revealed (then wait till Allah bringeth His command to pass…) [9:24], meaning fighting and theconquest of Mecca.
اشْتَرَوْاْ بِـَايَـتِ اللَّهِ ثَمَنًا قَلِيلاً فَصَدُّواْ عَن سَبِيلِهِ إِنَّهُمْ سَآءَ مَا كَانُواْ يَعْمَلُونَ - لاَ يَرْقُبُونَ فِى مُؤْمِنٍ إِلاًّ وَلاَ ذِمَّةً وَأُوْلَـئِكَ هُمُ الْمُعْتَدُونَ - فَإِن تَابُواْ وَأَقَامُواْ الصَّلَوةَ وَءاتَوُاْ الزَّكَوةَ فَإِخْوَانُكُمْ فِي الدِّينِ وَنُفَصِّلُ الاٌّيَـتِ لِقَوْمٍ يَعْلَمُونَ
(9. They have purchased with the Ayat of Allah a little gain, and they hindered men from His way; evil indeed is that which they used to do.)
(10. With regard to a believer, they respect not the ties, either of kinship or of covenant! It is they who are the transgressors.)
(11. But if they repent, perform the Salah and give the Zakah, then they are your brethren in religion. (In this way) We explain the Ayat in detail for a people who know.)Allah admonishes the idolators and encourages the believers to fight against them because,
اشْتَرَوْاْ بِـَايَـتِ اللَّهِ ثَمَنًا قَلِيلاً
(They have purchased with the Ayat of Allah a little gain,) idolators exchanged following the Ayat of Allah with the lower affairs of life that they indulged in,
فَصَدُّواْ عَن سَبِيلِهِ
(and they hindered men from His way), trying to prevent the believers from following the truth,
إِنَّهُمْ سَآءَ مَا كَانُواْ يَعْمَلُونَلاَ يَرْقُبُونَ فِى مُؤْمِنٍ إِلاًّ وَلاَ ذِمَّةً
(evil indeed is that which they used to do. With regard to a believer, they respect not the ties, either of kinship or of covenant!) 9:9-10. We explained these meanings before, as well as, the meaning of,
فَإِن تَابُواْ وَأَقَامُواْ الصَّلَوةَ
(But if they repent, perform the Salah...)

Karena permusuhan mereka kepada keimanan dan orang-orangnya. Sebab yang menjadikan mereka memusuhi dan membencimu adalah iman, oleh karena itu bela agamamu dan tolonglah serta jadikanlah orang yang memusuhi iman sebagai musuhmu dan orang yang membela iman sebagai kawanmu, bersikaplah dengan memperhatikan ada iman atau tidak, dan jangan kamu jadikan cinta kasih dan permusuhan atas dasar hawa nafsu.
